California Alliance for The California Alliance spent two years examining the role of school-university partnerships in supporting the achievement of California's students. This project was carried out in collaboration with seven active education partnerships and a statewide board of experts. The chief aim of the Alliance project was to develop policy recommendations to strengthen education partnerships. The participating partnerships were diverse: urban and rural, young and mature, northern and southern, with varied goals. Despite their diversity, all were employing eight key principles of successful partnering: shared vision, effective communication, respect for differences, ongoing evaluation, adequate resources, ongoing processes to stay relevant, an appropriate organizational model, and committed leaders. The Alliance project found evidence that partnerships are playing an important role in supporting the academic achievement of California's school children and in closing socioeconomic and racial achievement gaps. The Alliance project identified policy recommendations to support partnerships, each aimed at preparing all students for success in college and careers and closing socioeconomic and racial achievement gaps. These recommendations are directed at system and campus leaders of California's public and private higher education institutions, school district boards and superintendents, the California Department of Education, the California State Board of Education, and county boards of education. These recommendations will also be of interest to policy makers, superintendents, scholars and others throughout California and the nation. ALLIANCE GOALS AND OUTCOMES The Alliance of California Pre-K-18 Partnerships is a unique, statewide, collaborative two-year research project that will deliver: 1. State-level policy recommendations regarding support for partnerships between K-12 and higher education. 2. A description and analysis of key elements and principles for successful partnerships. 3. Descriptions of seven California partnerships including their origin, vision, goals, partners, communication patterns, activities, accountability and results. PARTICIPATING PARTNERSHIPS City

WHERE ARE WE NOW? The Alliance project is moving into its final phases - endorsement, dissemination and policy advancement. We are currently wrapping up the very important process of review and revision of the Final Report, Policy Report and Case Studies. Each of the participating partnerships and policy board members are being asked to review carefully the Policy Report and the policy recommendations contained within the report to confirm their approval and commitment by providing their full endorsement. Alliance Partnerships have already begun the process of presenting the recommendations to their constituents for revision and approval. The revision process has been empowering. Partnerships are realizing that they can make a real difference in the future of public education by sending a common message. The Policy Report contains an executive summary, descriptions of the seven participating partnerships, essential elements of successful partnerships, evidence of effectiveness, and the policy recommendations. The complete Final Report contains all of the above, in addition to the methodology, quantitative and qualitative data results, literature review, letters of endorsement and the seven partnership case studies. The Policy Board will meet on November 4, 2003 to discuss the Policy Report and develop an action plan for dissemination and policy advancement strategies. Spring of 2004 will kick off the dissemination and policy advancement phase of the Alliance project with a full Partnership Representatives and Policy Board meeting on January 21, 2004. |
