California Teachers of English Learners (CTEL)

California Cross-cultural Language and Academic Development (CLAD) certificates authorize instruction to English Learners (EL). CLAD authorization may be earned either through a sequence of prescribed courses or by successful performance on CTEL Examinations 1, 2, & 3. (A certificate can be obtained by mixing course work with exam passage.) CSU Long Beach offers a state-approved California Teachers of English Learners (CTEL) program that leads to Cross Cultural Language and Academic Development (CLAD) authorization.

The following courses, taken in any sequence, comprise the CTEL program:

  1. EDEL 430. Social and Cultural Diversity in US Schools (3)
  2. EDEL 439. SDAIE: Specially Designed Academic Instruction in English
  3. LING 329. Introduction to Language Acquisition (3)
  4. EDP 485.Theoretical Foundations of Language Minority Education (3)

The CTEL Program is conducted face-to-face.

CTEL course are offered off campus in school locations thoughout the Los Angeles County, including the UTLA Building in dowtown Los Angeles.

CTEL program courses may also be taken on campus as available:

  1. through regular scheduling by matriculated students; consult the CSULB website (www.csulb.edu) for the schedule of offerings.
  2. by non-matriculated students through Open University; contact College of Continuing and Professional Education (CCPE) for fees, registration information, and schedule of offerings (http://www.uces.csulb.edu/Extension; 562-985-5561 or 800-963-2250).

Prospective candidates should note that CSU Long Beach does not offer on-line CTEL courses.

CSU Long Beach also provides the CTEL certificate program as professional development to districts (or a group of neighboring districts) who establish a class-size cohort of teachers.
